Raleigh’s water restrictions go into effect today. If you’ve got an odd-numbered address you can water Tuesday, Thursday, and Saturday. If you’re even, you water Wednesday, Friday, and Sunday. Monday is the day of waterly rest.
Seeing how these restrictions apply to all the other municipalities that are on Raleigh’s water system, I’ve often wondered how enforcement works. If I’m a resident of Garner, can I be fined by a Raleigh city employee for violating a Raleigh water ordinance? If a Garner town employee has to come ticket me, what is the legal basis for the ticket? Does Garner have to pass its own water restrictions in order to ticket its citizens? I know that merging water systems is a huge and complicated undertaking, but how much legal authority was also merged with Raleigh?
