NIEHS WORKING GROUP REPORT
“Any comment on the Working Group Report must be prefaced by acknowledgment of the monumental contributions of Dr. Christopher Portier and Dr. Mary Wolfe, without whose unflagging overview and support such a massive compilation would have been impossible. Yet in important ways, the document remains incomplete. Considered as the basis for a Report to Congress, it contains no executive summary, no historical essence describing thematically the logical sequences that have dictated the two main streams of research, parallel but often disparate, over the past two decades. Important advances have occurred in our understanding of the mechanistic basis for low-level electromagnetic field interactions with the cells of the body. They have led increasingly to the pathophysiology of disease, with intrinsic contributions to medical knowledge in the areas of leukemia, breast and brain cancer, and neurodegenerative diseases, including Alzheimer’s, Parkinson’s and epilepsy.
These studies have thus bridged increasingly to the second major realm of study in the epidemiology, pointing the way to rational and more effective dosimetry, without which this area of epidemiology would remain an essentially empiric pursuit. This lack of a focused evaluation of the importance of the current status of laboratory science in bioelectromagnetics is the inevitable product of a Working Group approach couched in the philosophy of toxicology; and unfortunately, toxicology in general barely reaches the level of scientific consciousness.
Like the mule, it has neither pride of ancestry nor hope of progeny. And therefore, this document cannot offer to science in general, nor to Congress in particular, a plan for future research based in current experimental knowledge and its relevance to health problems.
It must be more than a parenthesis to examine the stewardship by NIEHS of the EMFRAPID Program. With a feckless disregard for the mandatory requirement for funded investigators to have proven backgrounds in the broad spectrum of disciplines in the physical, engineering, biological and biomedical sciences essential to high quality bioelectromagnetic research, the RAPID program has fruitlessly expended large sums in the work of novices in this field. Specifically, one investigator stated to the national media in 1995 that his experiment was costing $9 million. Yet the Working Group Report contains but one short reference to his work in a quite limited context. There have been unquestionable incidents of poor experimental design, ranging from carcinogen overdose masking any possible 60Hz field effects, to failure to recognize results as arising in experimental artifacts.
Far more egregious to the point of being a national scandal has been the failure of NIH/NIEHS to establish a Study Section of experts in biological effects of nonionizing electromagnetic fields to review RAPID and related proposals. Instead, an ad hoc Study Section must submit its recommendations to a Radiology Study Section for review and final action. The Radiology Study Section is dominated overwhelmingly by individuals from the field of ionizing radiation, often chairpersons of departments of radiology. Their ignorance of any aspect of bioeffects of nonionizing radiation is matched only by their arrogance in reviewing these applications, turning down excellent proposals from competent individuals almost as a matter of policy.
Competent studies in bioelectromagnetics require use of exposure facilities built and maintained to the highest engineering and biophysical standards. They are expensive to the point of requiring establishment of national regional facilities that would support the needs of visiting investigators. In response to my question at the 1993 Bioelectromagnetics Society Annual Meeting, Dr. Gary Boorman affirmed that these would be developed and available in the RAPID Program. This has not eventuated.
There has been a persistent downplaying by NIEHS of the importance of experimental and theoretical physical studies as the essential underpinnings of health-related research in environmental electromagnetic fields. This is reflected in the voting procedures adopted by the Working Group and in the NIEHS press release about the conclusions of the Working Group. As the spokesperson for NIEHS, Dr. Gary Boorman’s published statements are seriously at variance with the reality of current knowledge.
Limiting his perspective to work performed at four centers supported by DOE and the RAPID Program, Dr. Boorman recently stated that they “have failed to replicate a single in vitro effect after 3 years of effort�, and that “only recently have there been reports of replication of an in vitro study, conducted elsewhere and yet to be published� (Envir. Health Perspect. 106(7) 1998). This is profoundly inaccurate and disturbing. There have been peer-reviewed confirmations of observations that range-widely from inhibition of lymphocyte calcium uptake, modulation of ornithine decarboxylase activity, and modulation of melatonin actions in breast cancer cells.
Do Dr. Boorman’s statements betoken elitist policies wherein NIEHS recognizes only studies performed in laboratories which it supports? And is replication to become the essential benchmark. Replacing convergence in results of similar but independent studies as a precursor to an ultimate consensus, a sequence long inherent in the most significant applications of the scientific method?
For the first time, our understanding of the nature of life and living matter in health and disease is crossing a threshold from the great traditional boundaries set by the chemical fabric of molecules to a far finer understanding in physical processes at the atomic level. A national research program focused on these goals along the lines of the DOE Core Program should be a high national priority. Funded at a level substantially below the NIEHS RAPID program, the DOE Core Program has functioned for more than a decade as a closely integrated multi-institutional endeavor. It has become a world leader in an outstanding series of-impressive pioneering contributions to new knowledge on the fundamental mechanisms mediating interactions of electric power fields with cells and tissues of the body. Quite directly, these findings have opened new paths to diagnostic and therapeutic procedures in breast cancer, childhood leukemia, and neurological disorders that that include epilepsy, ALS (Lou Gehrig’s disease), and Alzheimer’s and Parkinson’s diseases.
The principal reasons to continue the DOE Core Program are:
1) It is a mission-oriented program seeking solutions to mechanistic problems of sensitivities of the human body to environmental EM fields in health and disease. Its participating institutions function as a coordinated team. The academic talents of its scientists offer the essential mix of biological, biomedical, biophysical, physical and engineering disciplines not found in any other bioelectromagnetic research program, nationally or internationally. Without this mix at the frontiers and cutting edge of this emergent discipline, research will remain fragmented and progress stunted.
2) Dissolution of the talented teams of participating scientists will make fruitless the many years spent in achieving their coordinated interactions and the attempts to sustain the growth of a critical mass of uniquely competent scientists.
3) Research in the DOE Core Program has developed a unique body of new knowledge. It has demonstrated a sequence of biological steps in magnetic field interactions with cells of the body; beginning with evidence for ionic and free radical mechanisms in the first interactions at cell membranes, progressing through cascades of enzyme reactions and culminating in regulation of cell growth in health and disease, with evidence pointing to mechanisms of DNA damage and repair, and ultimately, in programmed-cell-death (apoptosis).
4) This new knowledge provides an invaluable bridge between potential health hazards of EM field exposures and potential for new therapeutic applications. Novel applications of selected fields include combined fields and chemotherapeutic drugs in cancer treatment, pain management, wound healing, management of drug addiction, and treatment of insomnia without risks of drug dependency.
By its long and prestigious contributions to medical therapy in use of ionizing radiation from the days of the U.S. Atomic Energy Commission, the DOE remains uniquely qualified to manage such a program in therapeutic applications of nonionizing EM fields.
In seeking to shape the future role of bioelectromagnetics in the health sciences, we deserve far better of ourselves than conveyed by the NIEHS Working Group Report in setting a perspective on past accomplishments in laboratory research, its present status, and options for future contributions.�
Dr. Adey died may, 2005. Does that mean that his work is to be ignored because you, sitting on your humps and staring at a computer monitor, are incapable of taking the actions necessary to duplicate this technology for a public disclosure (significant clues are provided above)? Lazy.
Regarding Dr Ross Adey:
Dr Ross Adey, formerly of the Brain Research Center at the University of Southern California, and now at the Loma Linda University Medical School, California, worked on the CIA’s infamous Pandora project. His research involved inducing of specific behaviour modifications by electromagnetic means, as well as inducing calcium efflux events to interfere with brain function-the so-called “confusion weaponry”. (More recently, Dr Adey has been warning against the biological hazards of EM emissions from mobile phones.)
Dr Adey’s research at the Brain Research Center has shown the existence of a biological reaction to EM radiation. This reaction was found to be dependent on the frequency, amplitude and dose of the microwave radiation used.
In the 1980s Dr Adey performed some crucial experiments using microwave carrier-waves modulated with ELF waves to modify brain tissue responses. He carried out experiments with cat brain tissue, showing that the binding of calcium ions to neuronal sites was affected by weak EM fields. These fields were of a frequency and amplitude similar to fields produced in mammalian bodies and detected on electroencephalographs (EEGs).
Dr Adey demonstrated how a 147-megahertz (MHz) field, which at tissue level had an intensity of 0.8 milliwatts per square centimeter, caused an efflux or release of calcium ions from the irradiated brain tissue. This response only occurred when the ELF modulation of the microwave carrier-wave had an amplitude modulated at 6-20 hertz (Hz). The maximum stimulation of the neurones took place at 16 Hz, but to either side of this frequency-range parameter there was no effect.8
Secondly, the police have been granted the exclusive use of the 450 MHz microwave frequency range. This is exactly the frequency used by Dr Ross Adey, the CIA mind control expert, in his experiments on behavioural modification. It seems the police have the exclusive use of this mind control frequency and a vast array of antennae to broadcast this frequency all over the country (very useful for mass mind control in times of emergency). Adey found that by using 0.75mW/cm2 intensity of pulse modulated microwave at a frequency of 450 MHz, it was discovered that an ELF modulation could be used to control all aspects of human behaviour. The Sussex police headquarters is connected to CCTV, closed circuit television cameras throughout the town. Some of these cameras have microwave telemetry devices that could easily be used to broadcast this frequency. The large antennae that bracket the town could also be used.
By use of my microwave detector, I have found that mobile phones of the newer type, give off a pulse modulated microwave signal of around 0.75mW/cm2 at the earpiece. This may be coincidence, but it is exactly the intensity required form behavioural control as found by Dr Ross Adey, the pioneer of microwave mind control. So in theory, an ELF signal could be added to the microwave network to feed a precise behavioural pattern into every mobile phone user in the UK. If there were widespread riots, the ability to broadcast behavioural stimuli to mollify all the mobile phone users in the country would prove useful. Since mobile phone users are generally middle class, it means authority has a useful method of controlling the behaviour of the key voters. Microwave carrier beams are perfect for transmitting the excitation potential of docility to the phone user to keep them servile in times of trouble. When no ELF signal is broadcast the phone acts in a completely different manner on behaviour in humans. In this case the microwave phones causes the neurones to release calcium ions which make the user tired irritable and when stresses likely to emotional outbursts such as road rage.
The TETRA system pulses at 17.6 Hz broadcast at 400 MHz which is essentially the Pandora Project funded by the CIA in the late ’60s and early ’70s. Dr Ross Adey, the chief researcher on the Pandora Project has released a video to leading UK researchers which proves that not only does the TETRA system cause ELF zombification by massive release of calcium ions in the cerebral cortex and the nervous system, but the activated calcium ions also cause massive hormonal disturbances which lead to frenzied imbalances, emotional and physical states……
Use of the TETRA system by the police will lead to psychotronicaly controlled officers who may be totally controlled in any situation and are very useful for states of economic or social chaos where extreme and violent behaviour is needed without any conscious or moral compunction – so-called police robots.

Dr Ross Adey’s research at the Brain Research Institute of the University of California was funded by the CIA. In their Pandora project a catalogue of different brain signals for specific actions, emotions and pathological states of mind were recorded. It was found that when microwaves were used to fire these signals at victims’ brains, they experienced the moods, behaviour, and the pathological states, carried by the signals. This meant that by mimicking natural brain frequencies, the human brain could be controlled remotely by use of extremely low frequency broadcast carried by pulse modulated microwave beams (ELF pulse modulated microwave remote mind control technology).

STRATEGIC ELECTRONIC WEAPONRY
It was inevitable that military/intelligence interests would develop electronic RMCT weapons systems. These weapons fall into a number of classes, the simplest being the use of microwaves at low amplitudes, e.g., 10,000 microwatts per square centimeter, to cause local hot-spots in the victim’s body areas that have poor circulation, such as the eyes and gall bladder. The microwaves heat up the tissue, which does not have the blood circulation to carry away the excess heat. The victim feels nothing, but sustains acute and chronic illness in these areas. Intelligence organizations in the West use this technology to disable permanently the ‘subversive elements’ they cannot scare off.
When ELF-modulated microwaves are used, they are keyed to distinctive patterns of brainwaves called preparation sets, which exist for every mechanical gesture the body makes. There are also specific excitation potentials which exist for specific emotional states. Intelligence operatives can induce remote conditioning by creating information-processing effects which can cause excitatory reactions, subliminal stress, behavioural arousal, enhanced suggestibility by inhibition of higher functions, and patterned behaviours. It is alleged that this technology is used by the CIA and MI5 to modify the behaviour of ‘high-profile subversives’.
The more advanced electronic RMCT utilizes ELF-modulated masers for long-range, penetrative, invasive EM mind-control. Together with Doppler-shifted interrogative RMCT masers, a victim’s brain-states can be analyzed at a distance-and the ‘subversive’ can be modified at a distance. Developments on this technique, and the use of low-frequency EM radiation to see through walls, have allowed intelligence agencies in the US to make useful inroads on the path to synthetic telepathy.
Much of this research has been funded by the CIA which began this work on electronic mind-control with its Pandora project. This research was used to build devices like RHIC-EDOM (Radio Hypnotic Intracerebral Control – Electronic Dissolution of Memory), which is allegedly used for forced induction of hypnotic trance in the abduction of and experimentation upon civilians by US Government agencies.10

Thanks for sharing. While I don’t usually condone cut-and-pasted comments on my blog, your entry is thought-provoking, to say the least.
Nevertheless, I am completely unconvinced that microwaves can be used to spy on the human mind, or detect and decode the human physical senses. The wavelengths associated with brain activity, for instance, are completely on the opposite of the scale from microwaves. Even ELF frequencies are too high to contain brainwave activity.
While it’s obvious that radio waves can affect humans, it’s my opinion that most everything else you are describing is pure fantasy.
In spite of this, microwaves are not needed to read others minds. See remote viewing.

Makes me wonder where the ‘Blogosphere’ is going. Is it beyond comprehension that an engineer, trained across a wide array of equipment, from nuclear power plants to microwave communications, imbued with a heightened sense of our nation’s values from being raised in a Navy household, descended from a signatory of the Declaration of Independence, might one day be found saying- Scientific Method!
I am reporting the criminal misuse by state government employees of Microwave Surveillance techniques and the disturbing prospect that further proliferation has occurred. A Public Demonstration will be the most effective way to focus all concerned parties on the need for action.
