Since I don’t have a mulching lawnmower, I’ve been collecting the grass I cut into bags and leaving them at the curb. Our neighborhood newsletter recently printed a reminder that all yard waste needs to be in clear plastic bags. The City of Raleigh’s recycling page says that, too. I’d be happy to oblige, but clear year waste bags are impossible to find. I’ve checked Lowes Foods, BJs, and Target. None of them sell clear yard waste bags. I think its a conspiracy.
I’m not sure what the big deal is, anyway. One morning, I almost missed the yard waste truck as it drove through the neighborhood. I ran out to hand the guy my bags. He simply ripped them open on the spot, dumped their contents into the truck, and hung what was left of the bags on a hook on the truck. The lifespan of the bag in the hands of the sanitation worker was all of 3 seconds.
I think it’ll be easier getting off my lazy duff and setting up a compost heap than actually finding clear plastic bags. Either that, or I’ll get a mulching mower and put the cut grass where it belongs: back on the lawn.

werd on Home Depot…Also, you don’t need a mulching mower, just a mulching blade. So, you might want to consider buying one of those for your mower.

I did finally find that Lowes sells clear bags. Unfortunately, the shelf was also clear – they were completely sold out. Foiled again!
On the other hand, the recycling guys had no problem dumping my black bags into the truck. I watched them do it yesterday.
I’ll have to ask the City of Raleigh why they insist on clear bags.
Wow- someone actually reads the crap I write for that thing? Cool! My real motivation for sending that out is that Talis is soon to start sending violation letters regarding the black bags left in the street since so many people are doing it. (I work there now, so I hear about such things).
Now that you mention it, when we had our little block party the other night, we got to talking about violation letters. We couldn’t figure out how the association could send a violation letter to someone regarding something on the street in front of their house. After all, the street is City of Raleigh property, not Talis or the homeowner’s.
It seems to me that the association has no jurisdiction on the public right of way. Or does it?

For my communities, I send violation letters pertaining to the streets (public and private) all the time. They are mostly garbage, illegally parked cars (or some variation, like a broken down/wrecked car, unregistered car, etc.) and basketball nets in the street.
The reason that we have “jurisdiction” (at least this goes for my communities- I can’t speak for WF) is that the city has regulations about these things, and the covenants state that you agree to abide by all city rules and regulations. Sort of a round about way of doing it, but I think it’s in keeping with the spirit of the original covenants in my communities. The whole point of the covenants and other rules/regulations is to keep your neighborhood from looking bad/trashy so that your property values won’t be harmed by some dumb crap your neighbors would pull if they were allowed to. 😉
